Extraordinary Meeting of the Council of Ministers of february 28, 2020
The Council of Ministers met at the Government Palace in Dili and analyzed a draft Government Decree, presented by the Minister of Education, Youth and Sport, Dulce de Jesus Soares, which aims to establish a remuneration supplement for the exercise temporary positions of management or leadership to be assigned to teachers who have held such functions in public technical-vocational secondary schools. The Decree had a positive assessment of the members of the Government present at the meeting and will be re-examined at the next meeting of the Council of Ministers after an opinion of the Ministry of Finance and the Civil Service Commission.
The Council of Ministers approved a proposal of deliberation presented by the Minister of Public Works, Salvador Soares dos Reis Pires, regarding the approval of the procurement procedure for the acquisition of fuel for the Hera Power Plant - Lot 1. This deliberation aims to ensure the supply of fuel for the full operation of the Hera Power Plant, which produces electricity distributed throughout the national territory, with the exception of the Special Administrative Region of Oe-Cusse Ambeno (RAEOA) and Ataúro. The Government decided to approve the intention to award this contract to Mato Unipessoal Lda, Timor-Leste in consortium with Nikmat Mujur Sdn, Malaysia, under the terms proposed by the technical reports of the National Procurement Commission. It instructs the National Procurement Commision so that, in accordance with its competences, carries out the necessary steps for the notification of competitors and to subject the contract to prior agreement by the Accounts Tribunal, in compliance with the law.
