Meeting of the Council of Ministers of April 5th, 2016

The Council of Ministers met this Tuesday, April 5th, 2016, at the Government Palace in Dili, and approved:

1. The TL Cement Investment Project and draft Special Investment Agreement

Following the approval of this investment project, the construction of a cement production plant in Baucau was authorized and a draft Special Investment Agreement was signed with the investor. This large-scale project will contribute to the diversification of the national economy and to a large reduction in cement imports, creating both direct and indirect jobs. In addition to contributing to non-oil sector economic growth, it will create an industrial development centre outside the capital, thus contributing to reducing the asymmetry between urban Dili and the rest of the country.

2. Administrative Offences General Regime draft Law

The Council of Ministers adopted this draft law to establish the legal regime applicable to all administrative offences occurring in Timor-Leste, or on board Timorese aircrafts or vessels, unless an international convention or legal provision states the contrary. The drafting of this legislative decree was discussed within the framework of the inter-ministerial working group, created jointly by the Ministers of State, Coordinators of Economic Affairs and State Administration Affairs and Justice, as well as by the Ministers of Justice and of Commerce, Industry and Environment. To date, there is no framework for the Administrative Offences Legal Regime.

3. Draft law on Export Promotion

This draft law aims to create the legal conditions to promote exports. The diploma works as a regulator of the legal basis of the export and re-export of goods and services of the country, with the exception of the sectors governed by special laws, namely the gas and mineral resources sector. The drafting of this legislative decree was discussed within the framework of the inter-ministerial working group, created jointly by the Ministers of State, Coordinators of Economic Affairs and State Administration Affairs and Justice, as well as by the Ministers of Justice and of Commerce, Industry and Environment.

4. Government Decree on designation of origin rules

This Decree establishes the designation of origin rules for Timor-Leste in accordance with the best practices of international trade, laid down by the World Trade Organization. It includes all goods except Timorese organic coffee, which already has its own special designation of origin rules, aligned with the context of international markets. This norm allows for a greater affirmation of Timorese products abroad, protecting national and international investors wishing to invest in Timor-Leste, with an objective to export.

5. Appointment of members of the Board of Directors of the Institute of Equipment Management of Timor-Leste

The Council of Ministers adopted a proposal for the nomination of the members of the Board of Directors of the Institute of Equipment Management of Timor-Leste. The institute has legal personality, with administrative and financial autonomy and its own patrimony. It aims to ensure the sound management of heavy vehicles, machinery and other equipment that fulfil the Public Administration services’ needs. This is a proposal from the Ministry of Public Works, Transport and Communications and the Ministry of Finance.
