Council of Ministers analyses the establishment of the Special Economic Zone

The Council of Ministers, at an extraordinary meeting, on April 16th, analysed the strategic goals and the due legal mechanisms for the establishment of the Special Economic Zone.

This Government debate took place on the day before the departure of the Prime Minister, Kay Rala Xanana Gusmão, along with the former Prime Minister, Mari Alkatiri, and other members of Government, to conduct a work visit to Oe-Cusse Ambeno, where it will be established the pilot project for the Special Zone of Social Market Economy (ZEESM).

During almost a week - from April 17th to 25th - the delegation will hold meetings with traditional, religious and district authorities, including the heads of Suco, with the political parties, national and local entrepreneurs and with the representatives of civil society from the district of Oe-Cusse, to discuss the implementation of the first ZEESM. In these meetings, some infrastructural projects will be analysed, such as the construction of the airport of Oe-cusse, the construction of roads and bridges, and others, as well as the inherent legal mechanisms.

We shall recall that the Strategic Development Plan (SDP) 2012-2030 foresees the establishment of Corridors of Regional Development and National Strategic Zones, and accordingly assumes the establishment of legislation and specific regulation setting tax incentives and specific customs regime for special economic zones, so that they can become more attractive to the investment and establishment of national and foreign companies.
