Meeting of the Council of Ministers on October 25th, 2023

The Council of Ministers met at the Government Palace in Dili and approved the draft Government Resolution, presented by the Vice Minister of Finance, Felicia Claudinanda da Cruz Carvalho, on defining the composition of the Political Review Committee for the 2024 General State Budget.

The Political Review Committee is responsible for verifying the strategic allocation of resources in the budget submissions, to achieve the commitments and objectives set out in the strategic documents and to assess the feasibility of the plans for the 2024 financial year.

The Political Review Committee will be chaired by the Prime Minister and is also composed of the Vice Prime Ministers, the Minister of Finance, the Minister of Public Works and the Minister of Planning and Strategic Investment. The Secretary of State for Equality and Inclusion, the President of the Institute for the Defence of Children's Rights and a representative of the Timor-Leste Disability Association will also take part as observers in the meetings of the Political Review Committee. The meetings of the Political Review Committee will take place from October 24th to November 9th in the Auditorium of the Ministry of Finance.

The Political Review Committee must ensure the feasibility of the annual plans of the services and entities of the public administrative sector and their conformity with the national priorities defined on the basis of the Strategic Development Plan 2011 - 2030, the Government Programme, the medium-term plans and annual plans of the services and entities of the public administrative sector, and any other political and strategic documents of the Government. The allocation of budget appropriations to each service or entity must be in line with their annual plans and respect the expenditure ceiling previously established for each title.

The Council of Ministers decided to approve the theme "Celebrating history, building the future" for this year's November 28th celebrations, when Timor-Leste celebrates the 48th anniversary of the Proclamation of Independence.

Lastly, the Council of Ministers approved a draft Government Decree, presented by the Vice Prime Minister, Coordinating Minister of Economic Affairs and Minister of Tourism and Environment, Francisco Kalbuadi Lay, regarding support for the development of the private sector.

The purpose of this statute is to establish special financial support for non-profit civil associations in Timor-Leste that promote the development of the Timorese private sector and are duly constituted and registered on the date this statute comes into force.

The total amount of each support may not exceed the maximum limit of US$ 100,000 per beneficiary organisation and has a minimum limit of US$ 25,000. The total amount of financial support to be granted may not exceed US $150,000. END
