Extraordinary Meeting of the Council of Ministers on July 24th, 2023

The Council of Ministers met at the Government Palace in Dili and approved the draft Decree-Law approving the Organic Structure of the 9th Constitutional Government.

The organic structure of the 9th Constitutional Government defines the attributions pursued by each of the Ministries. It assigns the competencies to the government members according to the priorities set out in its Program.

The Government comprises the Prime Minister, the Vice Prime Ministers, the Coordinating Minister for Economic Affairs, the Coordinating Minister for Social Affairs, the Ministers, the Vice Ministers and the Secretaries of State.

The Government comprises two Vice Prime Ministers:

a)      The Vice Prime Minister and Coordinating Minister for Economic Affairs and Minister for Tourism and Environment;

b)      The Vice Prime Minister and Coordinating Minister for Social Affairs and Minister for Rural Development and Community Housing.

The Government comprises the following Ministers:

a)      Minister of the Presidency of the Council of Ministers;

b)      Minister of Finance;

c)      Minister of Foreign Affairs and Cooperation;

d)      Minister of Justice;

e)      Minister of State Administration;

f)       Minister of Health

g)      Minister of Education;

h)      Minister of Higher Education, Science and Culture;

i)       Minister for the Affairs of National Liberation Combatants;

j)       Minister of Public Works;

k)      Minister of Transport and Communications;

l)       Minister of Trade and Industry;

m)    Minister of Agriculture, Livestock, Fisheries and Forestry;

n)      Minister of Defence;

o)      Minister of Petroleum and Mineral Resources;

p)      Minister of the Interior;

q)      Minister of Social Solidarity and Inclusion;

r)       Minister of Youth, Sports, Arts and Culture;

s)       Minister of Planning and Strategic Investment.

Some Ministers are assisted in their duties by  Vice Ministers and Secretaries of State:

a)      The Minister of the Presidency of the Council of Ministers is assisted by the Vice Minister of Parliamentary Affairs, the Secretary of State for Social Communication and the Secretary of State for Equality;

b)      The Coordinating Minister for Economic Affairs is assisted by the Secretary of State for Vocational Training and Employment and the Secretary of State for Cooperatives;

c)      The Minister of Finance is assisted by the Vice Minister of Finance;

d)      The Minister of Foreign Affairs and Cooperation is assisted by the Vice Minister for ASEAN Affairs;

e)      The Minister of Justice is assisted by the Vice Minister for Institutional Strengthening and the Secretary of State for Land and Property;

f)       The Minister of State Administration is assisted by the Vice Minister of State Administration, the Secretary of State for Toponymy and Urban Organization Affairs and the Secretary of State for Local Development;

g)      The Minister of Health is assisted by the Vice-Minister for Institutional Strengthening in Health and the Vice Minister for the Operationalisation of Hospitals;

h)      The Minister of Education is assisted by the Secretary of State for General Secondary Education and Technical-Vocational Education;

i)       The Minister for the Affairs of National Liberation Combatants is assisted by the Secretary of State for Veterans;

j)       The Minister of Public Works is assisted by the Vice Minister of Infrastructure and the Secretary of State for Electricity, Water and Sanitation;

k)      The Minister of Trade and Industry is assisted by the Vice Minister of Trade;

l)       The Minister of Agriculture, Livestock, Fisheries and Forestry is assisted by the Secretary of State for Fisheries, the Secretary of State for Livestock and the Secretary of State for Forestry;

m)    The Minister of the Interior is assisted by the Secretary of State for Civil Protection;

n)      The Minister of Social Solidarity and Inclusion is assisted by the Vice-Minister of Social Solidarity and Inclusion;

o)      The Minister of Youth, Sports, Arts and Culture is assisted by the Secretary of State for Arts and Culture.

The Council of Ministers also discussed the presentation by the Ministry of Finance on the draft Law Proposal for the first amendment to Law no. 15/2022, of December 21st, on the 2023 General State Budget and Law no. 2/2022, of February 10th, on the framework of the General State Budget and Public Financial Management.
