Meeting of the Council of Ministers on December 27th, 2021

The Council of Ministers met, at the Government Palace, in Dili, and approved the Decree of the Government draft, presented by the Minister of State Administration, Miguel Pereira de Carvalho, in substitution of the Minister of Planning and Territory, José Maria dos Reis, aiming to establish the remuneration of workers, coordinators and members of the bodies of the National Development Agency, I.P. (ADN – Portuguese acronym). This project results from the reorganization that took place through Decree-Law no. 60/2020, of November 25th, which transformed the ADN into a public institute, integrated into the State's Indirect Administration.

Also approved was the proposal presented by the Coordinating Minister for Economic Affairs, Joaquim Amaral, and by the Minister for Petroleum and Minerals, Víctor da Conceição Soares, to extend the deadline for provision deposit for the State's contribution under the Special Investment Agreement signed with TL Cement, Lda until December 31st, 2022.

The Special Investment Agreement between the State of Timor-Leste and TL Cement, Lda was signed on May 17th, 2016, after which, through Government Resolution no. 41/2016, of November 23rd, the State's participation in this commercial company was approved.  On the same date, the parties entered into a promissory contract to increase capital and transform the private limited company into a public limited company, and a bank account held by the National Oil and Minerals Authority (ANPM - Portuguese acronym) was created to guarantee the funds necessary for the investment.

Lastly, the Council of Ministers approved a Decree-Law draft presented by the Minister of Finance, Rui Augusto Gomes, which aims to create and regulate temporary and extraordinary financial support to be granted to employing companies and individual workers who do not work as employees and who are registered in the social security system. This diploma aims to mitigate the economic impact of the pandemic, as well as to contribute to the maintenance of jobs and the survival of companies. END
