Meeting of the Council of Ministers on November 20, 2020

The Council of Ministers met, at Government Palace, in Dili, and approved the Decreee-Law draft which creates the National Institute for Fight against HIV-AIDS, P.I. and which approves its Statutes, presented by the Vice-Prime-Minister and Minister of Social Solidarity and Inclusion, Armanda Berta dos Santos. With the approval of this Decree-Law draft, the Government intends to clearly defines the legal nature of this institution for the prevention and fighting against HIV-AIDS, providing it with a simple and functional structure, which simultaneously guarantees the representation of government departments and relevant civil society organizations, in the fight against the HIV-AIDS.

The Decree-Law draft, on the First Amendment to the Organic Law of the Ministry of Tourism, Commerce and Industry was also approved. This Decree-Law draft aims to harmonize the content of the Organic Law of this Ministry with the current Organic Law of the 8th Constitutional Government, namely on the Vice Minister of Commerce and Industry and the Vice Minister of Community Tourism and Cultural powers. Also, accordingly with the 8th Constitutional Government’s Organic Law, the National Logistic Centre is no longer contemplated under the tutelage of this Ministry. The Technical and Legal Support Office is extinguished and the National Directorate for Legal Affairs is created, integrated in the General Directorate for Coordination, Administration, Finance and Planning. The National Directorate for Community and Cultural Tourism is also created, integrated in the General Directorate for Tourism.

The acting Minister of Finance, Sara Lobo Brites, presented the Decree-Law draft, approved by the Council of Ministers, on the extraordinary payment of one month of additional salary to the Public Administration employees, agents and contractors. This extraordinary payment will cover all Public Administration employees and agents, except contract employees whose monthly salary exceed US$ 5,000 and foreign contract employees.

The Government Decree draft, presented by Acting Minister of Finance, on the supplementary payment to the employees and agents assigned to the process of preparing the general State Budget for 2020 and 2021 and the closing of the General State Account of 2020 was also approved. This supplement aims to compensate the extraordinary workload of the employees and agents of the Ministry of Finance assigned to the process of preparing the 2020 General State Budget.  

Lastly, the Executive Director of TIC Timor and President of the Eventual Technical Commission for the Preparation of an Integrated Strategy Aiming at the Implementation of a Unique Identifier System for Timorese Citizens, Roberto Caetano de Sousa Vicente, presented to the Council of Ministers the strategic options for the implementation of the unique identifier. The unique identifier system is the necessary basis to improve the effective delivery, the efficiency and planning of public services and to ensure better management and coordination of social policy, while allowing to contribute to the structured construction of e-government in Timor Leste.
