President of the Republic renews State of Emergency for another 30 days

The President of the Republic, Francisco Guterres Lú Olo, after the Government’s request, decreed yesterday, October 27th, 2020, the renewal of the state of emergency, for another 30 days, between November 4th, 2020, 00:00 a.m., and December 3rd, 2020 , 11:59 p.m.

The President of the Republic’s Decree No. 66/2020, of October 27th, states that given that “globally, the epidemiological situation shows a clear tendency to worsen as of September, which was maintained and intensified in October”, therefore, the maintenance of an important set of measures, that may prevent the import of SARS-CoV-2 into our national territory and its transmission among the people who live here must remain in force”.

The Government decided, at the Council of Ministers meeting, on October 21st, 2020, to propose to the President of Republic the State of Emergency’s renewal, for another thirty days. After the State Council and Defence and Security Superior Council positive opinions, the National Parliament authorized,  yesterday, the President of the Republic to declare the state of emergency’s renewal for the seventh time, since the appearance of the COVID-19 pandemic, which is considered indispensable.

Today, October 28th, the Government, in a Council of Ministers meeting, approved the state of emergency’s implementing measures.

Regarding Government Decree No. 13/2020, of October 3rd, which defined the measures for implementing the previous declaration of a state of emergency, the following changes are noted:

The rules of mandatory prophylactic isolation applied to workers in the oil sector are now defined by ministerial diploma from the Minister of Health.

Its becomes mandatory to maintain a distance of, at least, five feet, between each person, as long as they do not live in common economy, to use a face mask that covers the nose and mouth when you have to access or stay in public or private places of collective use, and to wash the hands when intend to enter commercial, industrial or service providing establishments, or in buildings where public administration services operate.
