1st interministerial meeting on the development of the unique identifier system

The first interministerial meeting on the unique identifier system development took place on September 8th, 2020, in the TradeInvest Timor-Leste meeting room, to analyse the activities that had been developed so far and the next steps to be taken under this project.

On March 19th, 2020, through the Government Resolution no. 9/2020, the Eventual Technical Committee for the Preparation on an Integrated Strategy aimed at the Implementation of a Unique Identifier System for Timorese Citizens was created. The committee is chaired by the Executive Director of the Information and Communication Technologies Agency, IP (TIC Timor) and is composed of representatives from the Presidency of the Council of Ministers, the Minister of Justice, the Minister of Finance, the Minister of the Social Solidarity and Inclusion, the Minister of Education, Youth and Sports, the Minister of Health, the Minister of State Administration, the Minister of Interior and the Civil Service Commission.

The unique identifier system is the necessary basis to improve the effective public service delivery, and its efficiency and planning, and to ensure better management and coordination of the social policy, while contributing to the structural development of electronic governance in Timor-Leste.

The meeting included opening remarks from the Minister of the Presidency of the Council of Ministers, Fidelis Manuel Leite Magalhães, a presentation by the Executive Director of TIC Timor, Roberto Caetano de Sousa Vicente, on the progress achieved by the Eventual Technical Committee, and a presentation from the project manager, Elizabeth Baptista, regarding the outline of the Strategic Plan for the Unique Identifier System implementation.

The COVID-19 pandemic caused major limitations to the Commission, which was only able to start working in June, circumstances that caused delays in preparing the integrated project strategy. Since June, the members of the Eventual Technical Commission have started to analyse the available options for the project, and have started to elaborate the strategic plan, the implementation plan and the respective budget, to be submitted to the Council of Ministers, for deliberation.

The meeting was chaired by the Minister of the Presidency of the Council of Ministers, Mr Fidelis Manuel Leite Magalhães, and was attended by the Minister of Finance, Mr Fernando Hanjam, the Minister of Justice, Mr Manuel Cárceres da Costa, the Vice Minister of Education, Youth and Sports, Mr Antonio Guterres, the Vice-Minister of Social Solidarity, Mrs Signi Chandrawati Verdial, the Vice Minister of interior, Mr Antonio Armindo, the Executive Director of TIC Timor, Mr Roberto Caetano de Sousa Vicente, the project manager, Mrs Elizabeth Baptista and the Eventual Technical Committee members.
