Council of Ministers meeting of April 4th, 2017

The Council of Ministers met on Tuesday at the Government Palace in Dili, and approved the Proposed Resolution, presented by the Ministry of Finance and to be sent to the National Parliament, for membership of the Asian Infrastructure Investment Bank. This proposal comes following the acceptance of Timor-Leste’s candidacy to that international financial institution and is part of a set of obligations that the country must fulfil before the membership can be made official.

The proposal for signing the protocol of cooperation in infrastructure and public works, urbanism and regional and urban development, between the Ministry of Public Works, Transport and Communications of the Democratic Republic of Timor-Leste and the Ministry of Public Works and Urban Development of the Republic of Indonesia was given approval. This protocol updates the Memoranda of Understanding signed in 2011 and 2015, in the area of cooperation in infrastructure and public works.

The Council of Ministers approved a proposal of the Prime Minister regarding a remuneration regime for the Board of Directors of the National Centre “Chega! which fixes remuneration and attendance fees, considering the responsibilities and the sensitivity of the materials assigned to the Centre.

The Minister of Public Works, Transport and Communications, accompanied by the National Procurement Commission (from the Ministry of Planning and Strategic Investment), presented the result of the negotiation process for the operation and maintenance of the power plants in Hera and Betano.

The Ministry of Finance, through the General Directorate of Treasury, presented a status update on the implementation of the General State Budget for 2017, focusing on the main activities carried out in the first quarter of this year, summary data for payments in 2016 and 2017, an assessment of the payments made in the municipalities and the main challenges faced in the process of budget execution.

The Ministry of State Administration presented the schedule of operations for the electoral census to update the electoral roll, taking into account the parliamentary election this year. The census will run from April 8th to May 26th. The provisional voter lists will be published from May 29th to June 5th, for consultation and correction. The final lists will be published on June 8th in the Official Gazette.

The Inter-Ministerial Commission for the implementation of the investment strategy for the management of solid urban waste in Dili, led by the Ministry of State Administration, presented a proposal for financing actions needed. There were a number of suggestions, which will be taken into account in the drafting of the document, which will be submitted to a future Council of Ministers. ENDS
