Extraordinary Meeting of the Council of Ministers on July 31st, 2015
The Council of Ministers met extraordinarily this Friday, July 31st, 2015, in the meeting room of the Council of Ministers, at the Government Palace in Dili, and approved:
1. Resolution establishing the Fiscal Reform Commission
This legislation establishes the Fiscal Reform Commission, consisting of a technical team composed of elements from the Ministry of Finance, the Office of the Prime Minister, the Ministry of Justice, the Ministry of Public Works, Transport and Communications, and of institutions and municipalities and governmental entities considered relevant. The Role of Coordinator of the Commission was assigned to Fernanda Borges.
The Commission will propose legislative reforms, procedures, regulations and fiscal policies to be applied by all ministries, municipalities, institutions and other entities under the direct and indirect administration of the State.
This legislation also creates the Inter-ministerial Council and the Monitoring Fiscal Reform Commission.
The Commission will soon submit a Fiscal Reform Plan to the Council of Ministers.
2. Decree-Law that establishes the Organizational Structure of the Presidency of the Council of Ministers
With this diploma, the Presidency of the Council of Ministers (PCM) adopts a structure similar to a ministry, although with some special characteristics deriving from being the summit of the administrative structure of the Government.
Therefore, as with the traditional organization of ministries, a single structure of administrative services is created which, under the direction of the Minister of State of the Presidency of the Council of Ministers, supports the Prime Minister and the remaining members integrated in the PCM.
3. Resolution approving the complementary adjustment to the Basic Technical Cooperation Agreement between the governments of Timor-Leste and Brazil for the implementation of the Programme for the Strengthening of the Justice Sector in Timor-Leste
The Council of Ministers approved the supplementary understanding to the Basic Technical Cooperation Agreement between the Government of the Federative Republic of Brazil and the Government of the Democratic Republic of Timor-Leste for the implementation of the Programme for Strengthening the Justice Sector in Timor-Leste.
This document is to enable a Programme for Strengthening the Justice Sector in Timor-Leste through the support of the Government in the legal drafting, training of human resources and the creation of structures to support Justice.
4. Resolution appointing the members of the Political Review Committee
The Political Review Committee is appointed by the Council of Ministers with the aim, among others, to assess the ability to achieve the commitments and objectives contained in the strategic documents for the financial year to which they report.
5. Proposal for a resolution to adopt the International Convention of UNESCO against Doping in Sport
This proposal will be presented to the National Parliament, the body with powers to approve and ratify international conventions. It proposes Timor-Leste’s accession to the International Convention against Doping in Sport, including its First and Second Annexes, launched by the United Nations Educational, Scientific and Cultural Organization (UNESCO).
The Council of Ministers also analysed:
1. Fiscal Reform
The Ministry of Finance has submitted to the Council of Ministers a Fiscal Reform project, which is one of the priorities of the programme of the Sixth Constitutional Government. The motivations and the principles that will govern this reform and the expected results were explained. The project is being developed by a special team, within the Ministry.
2. Initial Report on the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment
The Ministry of Justice has submitted the initial report on the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, as a prerequisite for the ratification of this convention. Timor-Leste has expressed its intention to ratify the document with the signature of the optional protocol.
This report, approved by the Council of Ministers, contains demographic, political, social and legal information to affirm that Timor-Leste is a Democratic State under the Rule of Law.
