- 27 of July of 2018Program of the Eight Constitutional GovernmentThe Government Program summarizes the main public policies to be adopted to reinforce and optimize the sectors of governance and their resources, shortening the path to transform the 2030 vision into reality and is based on five key sectors for the future of the country:
In the sector of social capital development, the program presents a package of measures to maximize its potential, promoting inclusion, empowerment, qualification and health;
In the sector of Infrastructure development, considered crucial for economic and social development, the Government intends to implement a quality infrastructural network, guaranteeing a good cost-benefit ratio and thus sustain productivity, job creation and development of the private sector;
In the sector of economic development, the program presents measures for its modernization and diversification, boosting the productive sectors around three essential industries - agriculture, tourism and oil - with measures that stimulate creativity, innovation, entrepreneurship, enabling increased income opportunities, improved productivity, the ability to generate wealth and the creation of new markets;
In the area of Governance Consolidation, the Government proposes to continue investing in strategic planning for a modern and diversified economy, with the goal of creating 60,000 new jobs per year, reducing poverty by 10% and average growth of the economy above 7%, increasing the contribution of the private and productive sectors, and making feasible the fiscal sustainability.

There is no translation to english of this document, please see the portuguese version.831.01 KB - 03 of January of 2018ICSID Arbitration Tribunal confirms it does not have jurisdiction in case brought by Lighthouse against Timor-Leste : arbitration declared closedOn 22 December 2017, an arbitral tribunal constituted under the auspices of the International Centre for Settlement of Investment Disputes (ICSID) handed down its decision on jurisdiction in favour of the Democratic Republic of Timor-Leste (Timor-Leste). The arbitration concerned claims made against Timor-Leste by an Australian company, Lighthouse Corporation Pty Ltd, and a Seychellois company, Lighthouse Corporation Ltd IBC (together Lighthouse). Timor-Leste at all times maintained that ICSID did not have jurisdiction to hear and decide the dispute. The arbitral tribunal (Tribunal) has found that (i) it lacks jurisdiction over the present dispute; (ii) Lighthouse shall bear the entirety of the costs of the arbitration; (iii) Lighthouse shall pay USD 1,300,000 on account of Timor-Leste's legal fees and (iv) all other requests for relief are dismissed.
As a consequence of these findings, the Tribunal has declared the proceedings closed in accordance with ICSID Arbitration Rule 38(1).

The ‘snapshot’ details advances made in the social, infrastructure, economic and governance sectors and includes a catalogue of all legislation approved. Seven major speeches are published along with short reports of nine highlighted initiatives in a section called ‘Did you know that ... ’.
The launch of the Snapshot of the Sixth Constitutional Government and the presentation of Handover Documents to the Prime Minister occurred on August 4th, at the Noble Hall of the Ministry of Foreign Affairs and Cooperation.3517.68 KB
