Second Meeting of the Interministerial Commission for the Readjustment of the 2011-2030 SDP

The Prime Minister, Taur Matan Ruak, chaired today, March 17th, 2022, the second meeting of the Interministerial Commission for the Readjustment of the 2011-2030 Strategic Development Plan (SDP), which took place at the Government Palace, in Dili.

During the meeting, the Vice-Prime Minister and Minister of Planning and Territory, José Maria dos Reis, and Felisberta Moniz da Silva, from the Centre for Integrated Planning (CIP) team, presented the progress achieved in the process of elaboration of the SDP readjustment, the preliminary results of the public consultations, and the calendar of upcoming activities and public consultations at the municipal level.

The process of restructuring the plan has already begun, with the strengthening of the CPI, which is responsible for developing the readjustment of the SDP, for the realization of integrated planning, and the rationalization of financial resources.

A survey was conducted, with the participation of 15,932 people, which corresponds to 2% of the population over 15 years of age in the whole country, except for the RAEOA and Atauro. Participants answered a set of questions about their aspirations for the future and their outlook for Timor-Leste's future in the next 15 years. This study also provided a set of recommendations that will inform the restructuring of the SDP.

Public consultations were also held with leaders of sovereign bodies and religious denominations, municipal authorities, academics, and representatives of civil society, who described their main concerns and suggestions for the future of the country.

The commission created by Government Resolution No. 81/2021, of June 21st, aims to readjust the 2011-2030 Strategic Development Plan, ensuring that the strategies adopted merit national consensus, making it a binding instrument for all, of national projection, ensuring national cohesion and stability, and also strict compliance with the programmes to achieve the strategic objectives.

Besides the Prime Minister and the Vice-Prime Minister, the Minister of the Presidency of the Council of Ministers, the Coordinating Minister for Economic Affairs, the Minister of State Administration, the Vice-Minister of Foreign Affairs and Cooperation, and the Executive Director of the National Agency for Planning, Monitoring and Evaluation (ANAPMA) also participated in the meeting.

The technical work for the elaboration of the policies and strategies to be proposed is coordinated by the Vice-Prime Minister and developed through the Centre for Integrated Planning (CIP), of the Ministry of Planning and Territory and in close collaboration with ANAPMA.

The readjustment process of the 2011-2030 SDP includes public consultations, with the hearing of non-governmental entities, such as former holders of sovereign bodies, representatives of religious denominations, civil society, and other relevant institutions, to ensure that the strategic options to be readjusted merit national consensus, endorsing governance stability.
