The Ministry of Justice launched on the 25th of September, in Dili, the Annual National Action Plan for research on Human Rights, which will be used as a guide for all citizens and institutions on Human Rights.

In that occasion, the Minister of Justice, Dionísio Babo, stated that Timor-Leste has already ratified the International Convention on Human Rights. In spite of the fact that the Constitution guarantees the human rights, the State of Timor-Leste does not yet have a guide to deal with the human rights issues.

“So far, the Government institutions have different ideas concerning this problem. Thus, it is expected that we all agree with the implementation of this annual national plan in Timor-Leste so that, finally, we can adhere to the universal principles of the human rights”, explained Dionísio Babo. “Even so, the human rights issue is not only an issue of the Government, but also an issue of the State and of all the Timorese.”

On the same occasion, the interim Prime-Minister, Fernando La Sama de Araújo, considered that the Strategic National Development Plan is also a document on human rights, because it contains the hunger and poverty eradication plan. He also pointed out that human rights also include, without limitations, cultural and social rights.

The research plan on human rights will include the Government, the civil society, the Church and other institutions in Timor-Leste.

Some Government members and representatives of the diplomatic corps, among others, also attended the event.
