Council of Ministers Meeting from March 7, 2012

The Council of Ministers met this Wednesday, March 7, 2012, in the Council of Ministers Meeting Room, at the Government Palace, in Díli and approved:

1. Proposal of Law on the Code of Civil Registration

The Code of Civil Registration is the legal and administrative instrument which the State relies for the certification of identity and citizenship and which recognizes the e rights and obligations of the Timorese towards society and family.

The Code of Civil Registration reflects a State responsibility to assist in promoting the rights and duties of all Timorese citizens.

This legislation aims to implement the Civil Code and the relevant diplomas of the Ministry of Justice and the National Directorate of Registries and Notaries which is the body that oversees the Records and Notaries and which governs civil registration.

Another objective of this law is the decentralization of the civil registry in order to facilitate the citizens’ access to it at each sub-district and to allow registration in each district capital of births and deaths.

This will include through registration hospital stations to promote the registration of children at birth as well as deaths and to provide for the issuing of certificates.

2. Decree-Law on the Statute of the National Institute of Public Administration

The administrative modernization and improving of the quality of public services are objectives that the IV Constitutional Government is achieving through a professional training policy.  This policy provides a framework not only for preparing those who enter careers in public administration, but also to improve the level of knowledge and skills of all those already exercising public functions through promoting a management system oriented to serve the public and to consolidate the sense of citizenship and national identity.

In this context, the action is reinforced by the National Institute of Public Administration, which is the agency primarily responsible for implementing the policy of training and professional development for Public Administration.

The National Institute of Public Administration’s mission is to promote national unity and identity through the organization training, evaluation, and qualifications for technical and scientific expertise of all public servants, local leaders and community leaders.  With an organizational structure appropriate for the mission vested in it for education, training, awarding formal qualifications and preparation of research and studies for the development of structures reflecting historical and traditional community organization and a modern and efficient Public Administration in the light of the best international standards.

3. Loan agreement with the Government of Japan and the Asian Development Bank

After approval of the National Parliament through the law of the 2012 State Budget, which gives the government the authorization to enter loans, the Council of Ministers approved two loans: one with the Government of Japan (JICA), negotiated between February 20 and March 6, for the rehabilitation and maintenance of the road from Díli to Baucau, the other with the Asian Development Bank, negotiated between February 6 and 25, for the rehabilitation and maintenance of roads linking Díli to Tibar, Tibar to Liquiça, Tibar to Gleno, Gleno to Ermera and Manatuto to Natarbora.

The Council of Ministers also analyzed:

1. Presentation on National Accounts of Timor-Leste

The Ministry of Finance submitted to the Council of Ministers the National Accounts of Timor-Leste for the period between 2004 and 2010.

This is the second publication of national accounts by the National Directorate of Statistics since independence, and the first publication of its kind since 2005 when it provided statistics for the period between 2000 and 2003.

The statistics contained in the document represent comprehensive and consistent macroeconomic statistics that may serve to support decision-making, analysis and research.
