Council of Ministers Meeting from January 18, 2012

The Council of Ministers met this Wednesday, January 18, 2012, in the Council of Ministers Meeting Room, at the Government Palace, in Díli and approved:

1. Government Resolution on the Establishment of the Rechecking Commission of IDPs cases in Timor-Leste

The Commission established by this diploma has the task of rechecking, in an independent and quick way, pending situations with regards to the receipt of financial recovery packages, in the form of social support, as a cash benefit given to families displaced by the "Hamutuk Hari'i Uma" program, which ended in 2010.

2. Decree-Law that approves the allocation of the Special Identity Card for National Liberation Combatants

The Status of the National Liberation Combatants, approved in 2006, establishes three dimensions for public policies addressed to National Liberation Combatants: the moral dimension of recognition and appreciation, the material dimension, a solidarity-retributive policy of social or socioeconomic protection, and the dimension of preserving the memory, preservation and dissemination of values and achievements of the resistance.

Under the moral dimension of recognition and appreciation, the Statute provides that the National Liberation Combatants are entitled to a "special identity card".

Thus, the IV Constitutional Government has set the type, conditions and arrangements applicable to the allocation of a Special Identification Card.

3. Government Resolution approving the establishment of a National Mechanism to accelerate community development

The IV Constitutional Government considers it important to create this National mechanism to accelerate Community Development, complement the existing development plans, which through an active involvement of citizens, creates jobs, leaving the government, while carrying its duties of State, with the planning and provision of adequate technical and financial support, to ensure an equitable intervention in all communities in Timor-Leste.

4. Government Resolution on the Adjudication of Design and Construction of the offshore pipeline maritime exploration in the area of Greater Sunrise

The Council of Ministers decided to award the design and construction of the offshore pipeline, as well as a detailed marine survey in the Greater Sunrise to the trading company "JP Kenny" (Indonesia).

This resolution follows the procurement procedure organized by the Technical Secretariat of Procurement, and counted with the participation of four competitors, where the "JP Kenny" company commercial proposal gathered the best results in technical and financial evaluation.

The Council of Ministers also analyzed:

1. Presentation of the National Strategy for Employment in Timor-Leste

The Council of Ministers considered the draft National Strategy for Employment in Timor-Leste under the jurisdiction of the Secretariat of State for Professional Training and Employment, given the already approved Strategic Development Plan 2011-2030.

This project is based on strategic pillars that aim to develop employment through the establishment of the best conditions that may enhance the increase of jobs in the Country, anticipating and moving towards training of human resources in order to allow the Nation’s rapid growth. Also addressed, among other things, were the establishment of an annual employment fair and a national secretariat for the employment strategy under the already established National Development Agency.

2. Presentation: Analysis of Inflation in East Timor

The National Macroeconomics and Budget Directorate of the Ministry of Finance submitted to the Council of Ministers an analysis of the causes, consequences and costs of inflation in Timor-Leste.

3. CNE Presentation on matters pertaining to the elections

The National Electoral Commission gave a detailed presentation to the Council of Ministers on the preparation for the presidential and legislative elections scheduled for this year 2012, highlighting the work and the challenges faced by the organization to ensure the success of the two elections.
