Construction of the New RTTL Building Resumes, with Completion Scheduled for December 2027
On October 13th, 2026, in Dili, the Government, through the Secretariat of State for Social Communication, participated in the formal handover of the site to resume construction of the new Radio and Television of Timor-Leste (RTTL, EP) building, a project funded by the Government of Japan and implemented in partnership with the United Nations Development Programme (UNDP).
The ceremony was attended by the Secretary of State for Social Communication, Expedito Dias Ximenes; the Chairman of the Board of Directors of RTTL, EP, Rosario da Graça Maia; and the UNDP Strategic Advisor, Alberto Lizzi.
Construction is expected to resume in October, with a 15-month execution period and completion scheduled for December 2027.
The project for RTTL’s new headquarters was launched in 2023 under an agreement between the Government of Japan and the UNDP, with approximately US$6 million in funding allocated to improving infrastructure and strengthening the operational capabilities of the public radio and television broadcaster.
The foundation stone for the new building was laid in December 2024. Work was subsequently suspended, and the project revised owing to ground conditions, leading to a redesign of the initial technical solution and a new procurement process conducted by the UNDP.
The building will retain its three-storey design and integrate new facilities for radio, television, and content production, providing RTTL with improved conditions to fulfil its public service broadcasting mandate. Beyond construction, the project includes technical training for journalists and other RTTL professionals to strengthen the team's capacity to meet the demands of modern, effective communication.
