Meeting of the Council of Ministers on 18th September 2025
The Council of Ministers met at the Government Palace, in Dili and reviewed the preliminary presentation by the Minister of Finance, Santina José Rodrigues F. Viegas Cardoso, on the draft Decree-Law aimed at regulating Law No. 3/2025 of April 23, on the Framework for the General State Budget and Public Financial Management.
This law to ensure the full implementation of the Framework Law on Budget and Public Financial Management, reinforcing the IX Constitutional Government’s commitment to sound, transparent, and results-oriented financial management based on discipline, accountability, and the efficient use of public resources.

It was followed by a presentation by Vice-Prime Minister and Minister Coordinator for Economic Affairs and Minister of Tourism and Environment, Francisco Kalbuadi Lay, on the project to build the Dili International Convention Center.
Planned for the old port area on the edge of Dili Bay, the development will be an architectural landmark and a symbol of national transformation, particularly in the context of ASEAN integration. The complex will include the main building of the International Convention Center, with conference rooms, auditoriums, and exhibition pavilions, as well as complementary leisure and tourism areas, including a pedestrian promenade along the pier, an aquarium, and an entertainment and shopping center.
The project aims to revitalize the capital's waterfront and establish Dili as a destination for major international events, to boost tourism, stimulate the economy, and create new opportunities for the community. END
