Extraordinary Meeting of the Council of Ministers on September 8th, 2025
The Council of Ministers met at the Government Palace in Dili and analyzed the presentation by the President of the Civil Service Commission, Agostinho Letêncio de Deus, on the reform of human resources management in the Public Administration.
The presentation aimed to highlight the main challenges and gaps in the management and planning of the State workforce, analyze the factors contributing to the increase in the number of workers and expenditures on wages and salaries, and present recommendations aimed at modernizing management mechanisms and ensuring greater efficiency in the use of public resources.
This initiative falls within the scope of Prime Ministerial Order No. 02/GPM/I/2025, of January 22, which established a working group to reform human resources management in the Public Administration. This group is composed of representatives from the Civil Service Commission and the Ministry of Finance, and is responsible for assessing the appropriate size of the workforce, reviewing the career system and remuneration policy, developing mechanisms for integrating human resources and financial management systems, and proposing the budget for staff training and capacity building, in coordination with the Human Capital Development Fund.
