Meeting of the Council of Ministers on July 9th 2025
The Council of Ministers met at the Government Palace in Dili and approved the draft Decree-Law presented by the Minister of Higher Education, Science and Culture, José Honório da Costa Pereira Jerónimo, for the creation of the Polytechnic Institute of Timor-Leste.
The Polytechnic Institute of Timor-Leste, abbreviated to IPTL, succeeds the current Polytechnic Institute of Betano, giving the new higher education establishment a national character. The bodies in office, the teaching and non-teaching human resources and the assets of the Polytechnic Institute of Betano remain unchanged, to ensure institutional continuity and the functioning of the higher education institutions in operation since 2017, without prejudice to the creation of new organizational units.
The IPTL will be based in Betano, but its administrative and academic management may include colleges in other municipalities. Adequate conditions are in place to guarantee the travelling of the competent bodies to ensure the efficient management of technical higher education.
The diploma also states that the new Institute will maintain the five-year institutional accreditation granted by the National Agency for Academic Assessment and Accreditation, I.P. (ANAAA) to the Polytechnic Institute of Betano, under the terms of Ministerial Diploma no. 11/2023, of April 19th, with no need to adopt an installation regime or transitional period.

The Council of Ministers decided to restructure the State's indirect administration, with the aim of increasing the efficiency and transparency of public management, reducing institutional redundancies and improving the articulation between public policies and their implementation.
The resolution establishes the guiding principles for a comprehensive reorganization of public entities with administrative and financial autonomy, with the aim of ensuring greater technical specialization, rationalization of resources and improvement in the quality of services provided to citizens. It is planned to merge entities with overlapping or similar competencies, incorporate certain institutions into the structure of sectoral ministries, and transform some public institutes into direct state administration services. The reform will also include the restructuring and extinction of some indirect administration entities, with their competences passing to the respective ministerial lines
The specific content of the restructuring will be regulated by a set of government regulations, to be drawn up and submitted to the Council of Ministers for consideration and approval in due course. END
