Meeting of the Council of Ministers on July 31st, 2024
The Council of Ministers met at the Government Palace in Dili and decided to approve the Financial Contribution Agreement between the Democratic Republic of Timor-Leste and the Japan International Cooperation Agency for the Guido Valadares National Hospital Requalification project, to be signed by the Minister of Finance, Santina José Rodrigues F. Viegas Cardoso.
Under this agreement, Japan will make a financial contribution of around US$ 19.6 million. This funding aims to strengthen the capacity to provide services and improve the quality of medical care by building new facilities and supplying medical equipment for the Guido Valadares National Hospital. The project includes the construction of a five-storey building, which will house new paediatric and intensive care units. The new building is scheduled for completion in April 2027.

The Council of Ministers also approved the draft Decree-Law presented by the Minister of Transport and Communications, Miguel Marques Gonçalves Manetelu, for the first amendment to Decree-Law 15/2012 of March 28th on regulating the telecommunications sector.
The proposed amendments aim to clarify the existing provisions, simplify the licensing process, and ensure greater transparency in operations. The revised law also proposes measures to improve efficiency in responding to requests for information and to ensure that fees and contributions are adequately regulated, thus strengthening competition and clarity in the telecommunications market.

Lastly, the Council of Ministers approved the draft Government Resolution presented by the Minister of Justice, Sérgio de Jesus Fernandes da Costa Hornai, which authorises the acquisition of properties belonging to private individuals through private law and the payment of the corresponding prices. This Government Resolution authorises the Minister of Justice to negotiate with the landowners of the land located in Bebonuk, Dili, allocated to the Millennium Challenge Account Project, which aims to build water treatment, sanitation, and drainage infrastructures.
