Meeting of the Council of Ministers on July 3rd, 2024

The Council of Ministers met at the Government Palace in Dili and approved the draft National Parliament Resolutions, presented by the Vice-Minister for ASEAN Affairs, Milena Maria da Costa Rangel, to ratify the Visa Waiver agreements between the Democratic Republic of Timor-Leste and the:

  • Government of the Republic of Singapore, for Holders of Diplomatic, Official or Service and Ordinary Passports;
  • Kingdom of Thailand, for Tourist Purposes for Ordinary Passport Holders;
  • Government of His Majesty the Sultan and Yang Dipertuan of Brunei Darussalam for Holders of Diplomatic and Official or Service Passports.

The Vice-Minister for ASEAN Affairs, Milena Maria da Costa Rangel, also presented the First 2024 Report on progress in implementing the Roadmap for Timor-Leste's Accession as a Full Member of ASEAN to the Council of Ministers.

During the presentation, the efforts already made to fulfil the criteria and targets for ASEAN membership were highlighted, including Timor-Leste's active participation in various meetings of ASEAN's sectoral bodies as an observer. The Vice-Minister gave an update on the progress made in the ongoing negotiation processes and those already finalised regarding various agreements and other necessary binding instruments. Detailed information was also provided on the capacity-building actions carried out to date, and the priorities and leading activities that will be implemented in the future to ensure Timor-Leste's continued preparation and alignment with ASEAN requirements were emphasised.

The draft Government Resolution, presented by the Vice-Minister for ASEAN Affairs, Milena Maria da Costa Rangel, approving a contribution of US$ 200,000 to the ASEAN Technical Secretariat, was also approved.

This was followed by a presentation by the Minister for the Presidency of the Council of Ministers, Agio Pereira, and the Minister for State Administration, Tomás do Rosário Cabral, on Dili's Urban Solid Waste System.

During the presentation, the project was framed, and the various contracts for its implementation were analysed. The members of the Council of Ministers also discussed possible legal solutions to overcome the constraints encountered in implementing the contracts for this project.

The Minister for the Presidency of the Council of Ministers, Agio Pereira, and the President of the Civil Service Commission (CFP), Agostinho Letêncio de Deus, gave a presentation on the Prospects for Civil Service Reform.

The results of a diagnostic study of the civil service were analysed during the presentation, and prospects for reforming the system, practices and legal framework regarding human resources management in the public sector were discussed. This study aims to create a future plan for reform and modernising public administration to increase the efficiency and effectiveness of the services provided and guarantee sustainable and inclusive development for the country.

Lastly, the Minister of Youth, Sports, Art and Culture, Nelyo Isaac Sarmento, gave a presentation on the preparations for the XII CPLP Sports Games, a multi-sport event bringing together participants under the age of 16 from the nine CPLP countries. The event will take place between July 17th and 27th, 2025. Initially scheduled for 2020, it was postponed due to the COVID-19 pandemic.

During the presentation, the infrastructures under preparation were discussed, including the various venues for the different sports, accommodation, transport, medical and security services, among others. FIM
