Meeting of the Council of Ministers on September 6th, 2023
The Council of Ministers met at the Government Palace in Dili and approved the draft Government Decree, presented by the Minister of Finance, Santina José Rodrigues F. Viegas Cardoso, for the first amendment to Government Decree No. 19/2022, of May 11th, on budget classifiers.
To make it easier to understand the new classification of public revenue and expenditure, it is intended to combine the categories into five first-level groups corresponding to the previous categories, transforming the current categories into subcategories, and changing the economic classification of expenditure to four levels.
The subcategory of off-budget operations has also been detailed, and minor corrections have been made to the classification.

Lastly, the Council of Ministers approved the draft Decree-Law, presented by the Minister for the Presidency of the Council of Ministers, Agio Pereira, and the Secretary of State, Elvina de Sousa Carvalho, approving the Organic Law of the Secretary of State for Equality.
The Secretariat of State for Equality comprises the set of services that support the Secretary of State for Equality in the exercise of her competences, namely in promoting gender equality in laws, public policies, strategic and operational plans, government programs and the General State Budget, raising public awareness of gender equality and inclusion issues, eliminating discrimination and violence against women and children and promoting women's participation in national political and socio-economic life.
