Meeting of the Council of Ministers on May 17th, 2023
The Council of Ministers met at the Government Palace in Dili, and approved the draft Government Resolution, presented by the Minister of Foreign Affairs and Cooperation, which approves the Cooperation Agreement between the Government of the Democratic Republic of Timor-Leste and the Government of the State of Kuwait on the Establishment of the Joint Committee, intending to develop bilateral relations between the said countries. Accordingly, this Joint Committee will have as its mission:
l to hold consultations and coordinate policy issues of common interest;
l to develop and monitor the cooperation process in economics, trade, investment, financial and other related areas;
l to promote cooperation in cultural, scientific, information, health and social sectors; and
l To follow up on implementing the cooperation agreements and programs signed between both countries.

Also approved was the draft Government Decree, presented by the Minister of Transport and Communications, on the Authorized Weight Regime for Transport Vehicles.
This Government Decree defines the set of weights, procedures, and infractions regime to create an efficient and effective system for controlling the weight of transport vehicles circulating in the national territory.

Lastly, the draft Government Decree, presented by the Minister of Higher Education, Science, and Culture, for the second amendment to Government Decree no. 2/2015, of January 14th, which approves academic allowances, leadership bonuses and extraordinary supplements of the teaching staff of the National University of Timor-Leste (UNTL).
This amendment is intended to harmonise the content of this Government Decree with the legal regime provided for in Decree-Law no. 7/2012, of February 15th, following its third and most recent amendment brought by the entry into force of Decree-Law no. 62/2022, of August 31st, which introduced amendments related to admission, promotion and progression in the university teaching career, namely with the creation of new levels.
This amendment also provides for new percentages on the basic reference salary of Full Professor on an exclusive basis. END
