Meeting of the Council of Ministers on April 12th, 2023
The Council of Ministers met at the Government Palace in Dili and approved the draft Law Proposal, presented by the Minister of Public Works, referring to the extraordinary payment to the former workers of the commercial company "Lorosa'e Segurança, Lda".
This draft Law Proposal establishes payments to former workers of the company "Lorosa'e Segurança, Lda" for services effectively provided at the premises of EDTL, E.P. between July 1st, 2019 and December 31st, 2022, in the Baucau, Maliana and Manatuto substations.
The payment to be made to former employees is the multiplication of the monthly remuneration by 45.5, referring to the months of service rendered, plus the value of the annual bonus for three and a half years, following the Labour Code. If the beneficiary of the payment has died, the payment's value is attributed to the legal successors.

Also presented by the Minister of Public Works, the draft Decree-Law on procurement of surveillance and security services to critical infrastructures was approved.
The purpose of this draft Decree Law is to establish the legal regime of the procurement for the awarding of service contracts for the surveillance and security of critical infrastructures of the State and Public Administration.
A direct award shall precede the awarding of these surveillance and security service contracts. The preferential criteria for contracting the service shall be that the companies have their headquarters in Timor-Leste, that national liberation fighters mainly own their social capital and that the hired workers are mostly national liberation fighters.

The draft Government Resolution, presented by the Minister of Agriculture and Fisheries, approving the National Ocean Policy of Timor-Leste, was approved.
The overall objective of Timor-Leste's National Ocean Policy is to provide a clear strategic direction for all relevant organisations in this domain, to contribute in an integrated approach to addressing ocean-related issues and planning and managing the future uses of the oceans for the benefit of current and future generations, contributing to the sustainable development and growth of the blue economy and the Sustainable Development Goals.

The Council of Ministers, following the project presented by the Minister of Public Works, decided to approve the procurement procedure for the rehabilitation of the Municipal roads, Laclo - Laclo Vila, Lot 1: Manatuto Laclo section (ICB/086/MOP-2022), with an estimated value of US$ 6.5 million.

The draft Decree-Law, presented by the Vice-Prime Minister and Minister of Planning and Territory, approving the National Land-use Plan (PNOT-TL – Portuguese acronym), was approved.
The PNOT-TL is the first national-level territorial land-use planning exercise carried out with the appropriate legal and institutional framework to promote a sustainable and inclusive national development model.
The Plan applies to the whole territory of Timor-Leste, including the region of Oe-Cusse Ambeno and the islands of Ataúro and Jaco, with an area of 14,919 km² and is guided by the principles of participation, subsidiarity, prevention, precaution, equity or social solidarity, and environmental and social efficiency.
The PNOT-TL is a territorial development instrument that establishes the major options for the organisation of the territory to promote an integrated, harmonious and sustainable development of the country, ensure territorial cohesion and mitigate territorial asymmetries. In addition, it aims to strengthen the territory as an integrating factor of sectoral policies and to guide territorial policies at lower scales.
The National Land Use Plan will be the crucial instrument for the sustainable establishment of the foundations for the social, territorial and economic development of Timor-Leste, promoting the integration of sectors such as health, education, communications, transport, energy and the national economic base, improving the urban and rural development systems, at the national, municipal and local levels, and also taking the environmental dimension into due consideration.
