Meeting of the Council of Ministers on January 18th, 2023
The Council of Ministers met, at the Government Palace, in Dili and approved the draft Decree-Law, presented by the Minister of Health, Odete Maria Freitas Belo, for the second amendment to Decree-Law no. 3/2019, of March 5th, which approves the organic law of the Ministry of Health.
This amendment aims to adapt the organic structure of this ministry to the changes that resulted from the establishment of the National Institute of Public Health, harmonising and integrating, likewise, the competencies of planning, monitoring and evaluation of health assigned to the Office of Policy, Planning and Cooperation in Health, as well as the competencies of quality control of health services entrusted to the Quality Health Office. In addition, the establishment of the National Nutrition Directorate and the Project Management Unit is also envisaged.

The draft Decree-Law, presented by the Prime Minister, Taur Matan Ruak, for the first amendment to Decree-Law no. 24/2021, of November 17th, establishing the National Agency for Planning, Monitoring, and Evaluation (ANAPMA- Portuguese Acronym), has been approved.
This amendment aims to adapt ANAPMA to the needs related to its financial management and to render its internal structure more flexible to meet the development needs of medium and short-term multi-annual planning processes, as well as monitoring and evaluation, and to enable the provision of adequate technical support to the Prime Minister in exercising his powers to institutional strengthening of the State and to coordinate the activities of the various members of the Government, namely to achieve the objectives and goals set out in the Government Program.

The Council of Ministers decided to authorise the conclusion of the Agreement between the Government of Australia and the Government of Timor-Leste concerning a direct financial contribution to support community resilience and economic recovery in Timor-Leste during the global pandemic of COVID-19 - Phase 3, also appointing the Minister of Finance, Rui Augusto Gomes, to sign it.
Under this agreement, the Australian Government intends to make a new direct financial contribution to Timor-Leste of up to 20 million Australian dollars (about US$ 14 million), to support communities and improve their infrastructure through the National Villages (Sucos) Development Program (PNDS-Portuguese Acronym), the “Bolsa da Mãe - New Generation” allowance, and support for labour mobility.
The agreement foresees that the PNDS will be implemented in 452 Villages, that the “Bolsa da Mãe - New Generation” allowances will be extended to other municipalities in addition to those currently planned, and that the Labour Mobility program will be implemented in Dili.

The Council of Ministers analysed the political-legislative options underlying the establishment of the System of Units of Legal Measures, presented by the Minister of Tourism, Commerce and Industry, José Lucas do Carmo da Silva.
The political-legislative options presented aim to ensure that the units of measurement in Timor-Leste are used in an equal and coherent manner throughout the country, allowing measurements to be understood by all citizens and entities in various areas, such as commerce, industry or education.
The aim is to ensure the confidence and accuracy of measurements. This factor will make it possible to protect consumers and businesses, create a favourable environment for economic development and investment, and bring confidence at the international level to increase exports and conclude international agreements in trade, energy, education, or industry.

The Minister of Education, Youth and Sports, Armindo Maia, presented the ongoing recruitment process of volunteer teachers.
During the presentation, the options being evaluated by the Ministry of Education, Youth and Sports for the recruitment process of volunteer teachers were shared.

Lastly, the Minister of State Administration, Miguel Pereira de Carvalho, gave a presentation on the ongoing preparations for the 2023 Parliamentary Elections at the level of the operational plan, the pre-election activity, the data of registered voters, and the time needed to carry out the parliamentary election.
