Meeting of the Council of Ministers on February 23rd, 2022
The Council of Ministers met at the Government Palace, in Dili, and approved the draft Government Decree, presented by the Minister of Higher Education, Science and Culture, Longuinhos dos Santos, regarding the first amendment to Government Decree No. 2/2015, of January 14th, which approves the academic allowances, leadership bonuses and extraordinary supplements for teaching staff of the Universidade Nacional Timor Lorosa'e – UNTL (National University). With this amendment the academic allowance and the special supplement for the acquisition of technical and scientific material will take retroactive effect as of January 1st, 2014, becoming equal to the starting date for the calculation of the leadership bonus.
The Council of Ministers approved the draft Government Resolution, presented by the Vice-Prime Minister and Minister of Planning and Territory, José Maria dos Reis, which has for object the determination of the elaboration of the Dili Urbanization Plan.
The Dili City Urbanization Plan is the land use plan that defines the set of rules that discipline and guide the use, occupation and transformation of the city's urban land, thus translating the objectives, principles and strategies assumed by the State, to improve the quality of the urban space and promote the development of urban functions and activities.
An advisory commission is also created, comprising the Directors-General of the government departments with relevance to the occupation and use of the territory, which will be responsible for monitoring the urban plan's preparation work and for presenting a written opinion on the adequacy and appropriateness of the solutions proposed in the plan.
Lastly, the Minister of Finance, Rui Augusto Gomes gave a presentation to the Council of Ministers regarding the calendar for preparation of the General State Budget (GSB) for the 2023 financial year. According to the presented calendar, the planning phase will take place from March to May 10th, 2022, when the preparation phase will begin. The seminar "Jornadas Orçamentais" (Budgetary Days) should take place by June 30th, and the draft law proposal for the 2023 General State Budget should be assessed by the Council of Ministers by September 15th, 2022. It is expected that the 2023 General State Budget will be submitted to the National Parliament on October 1st. END
