Meeting of the Council of Ministers on December 9, 2020
The Council of Ministers met, at the Government Palace, in Dili, and approved the Decree-Law draft, presented by the Minister of Tourism, Commerce and Industry, José Lucas do Carmo da Silva, regarding the first amendment to Decree-Law no. 12/2019, of June 14th, on the Organic Law of the Ministry of Tourism, Trade and Industry. In addition to the amendments already approved, at the meeting of the Council of Ministers, on November 20th, 2020, the Decree-Law draft, now approved, recognizes the Ministry of Tourism, Trade and Industry as having temporary powers to hire personnel to the Taibessi and Maneleuana Markets.
The Decree-Law draft on the extraordinary financial incentive to Villages (sucos), presented by the Minister of State Administration, Miguel Pereira de Carvalho, was also approved. This legislative initiative aims to recognize and attribute to Villages, the respective Community Leaders, and the staff who provide services to them, financial compensation for their exceptional increase in work in the preparation and implementation of government assistance programs, in national scope, aimed at minimizing the worsening of the financial condition of households, namely the "Subsídio Uma Kain" program, already concluded, and the "Basic Basket" program, currently in the execution phase.
The Council of Ministers approved the Financing Agreements between the Democratic Republic of Timor-Leste and the World Bank, presented by the Minister of Finance, Rui Augusto Gomes, regarding the project to strengthen basic education in Timor-Leste and to the water and sanitation infrastructure development project in the municipality of Baucau. The agreements will be signed by the Minister of Finance, representing the Government of Timor-Leste.
The Minister of Justice, Manuel Cárceres da Costa, presented, to the Council of Ministers, the political and legislative options underlying the legislative project relating to the establishment of a Commission for the Prevention and Fight against Trafficking in Persons. This Commission will coordinate the necessary actions to guarantee the protection and assistance measures for victims of trafficking in persons provided for by law, as well as to promote and ensure the coordination of national entities and cooperation with foreign entities in combating trafficking in persons, as well as, monitor the application of the provisions of the conventions that Timor-Leste has ratified or will ratify, in terms of trafficking in persons.
