Meeting of the Council of Ministers on September 30, 2020
The Council of Ministers met at the Government Palace, in Dili, and approved, with amendments, the Decree-Law draft, presented by the Minister of Public Works, Salvador Soares dos Reis Pires, on the supply of fuel by TIMOR GAP, EP to Timor-Leste Electricity (EDTL, EP). The purpose of this Decree-Law draft is to regulate the regular and mandatory supply of fuel by TIMOR GAP to EDTL, allowing greater security in the supply of fuel required for the operation of the power plant units. TIMOR GAP must supply the fuel in safe conditions and in accordance with the values and technical specifications established in the contract.
The Minister of Defence, Filomeno da Paixão de Jesus, presented the political and legislative options underlying the Decree-Law draft on the F-FDTL’ s Organic Statute and the Decree-Law draft on the creation of the FALINTIL unit.
The Council of Ministers approved the Deliberation draft, presented by the Vice-Minister of Finance, Sara Lobo Brites, on the final ceiling for the temporary budget allocation for the month of October 2020, whose value was set at US $117.1 million dollars (including loan payments).
Lastly, was approved the Deliberation draft, also presented by the Vice minister of Finance, for the preliminary approval of the aggregate and disaggregate ceilings for the 2021 General State Budget, with a preliminary total amount, as for the aggregate ceiling, of US $1,895 billion, according to the results’ reconciliation of the analysis to the sectoral budget submissions, concluded yesterday by the Budgetary Political Review Committee (better known by the acronym CROP) to allow the Ministry of Finance to continue preparing the 2021 General State Budget. The final ceiling will be approved at the next Council of Ministers’ meeting, to be submitted to the National Parliament on October 15th. END
