Council of Ministers Meeting of 14th March 2018
The Government met in the Government Palace, in Dili, and approved the proposal for a Government Resolution for an additional subscription of shares of the Democratic Republic of Timor-Leste (RDTL), presented by the Minister of Planning and Finance, Rui Augusto Gomes. This additional subscription follows Timor-Leste's accession, on March 16th of 2011, to Resolution No. 613 of the Board of Directors of the International Bank for Reconstruction and Development (IBRD), under which Timor-Leste committed to the additional subscription of 159 shares, designated as callable shares, up to March 16th 2018. The IBRD’s mission is to assist developing countries regarding the process of poverty reduction and the promotion of socio-economic growth by providing them with access, under special conditions, to loans and financial assistance in various fields.
The Council of Ministers approved, with amendments, a Government Resolution proposal to strengthen the coordination and the resources in the accession process to the Association of Southeast Asian Nations (ASEAN), presented by the Minister for Foreign Affairs and Cooperation, Aurélio Guterres. This Government Resolution designates the Minister of State and Counselor for National Security, José Ramos-Horta, as the High Representative of the Government of Timor-Leste to lead the regional negotiation process, promoting the defense of national interests and strengthening the position of Timor-Leste in both the region and the world. The Ministry for Foreign Affairs and Cooperation, through the General Directorate for ASEAN Affairs, will provide the necessary support to the High Representative, being responsible for articulating and disseminating it to all relevant governmental entities and public institutions.
The Minister for Foreign Affairs and Cooperation also presented the proposal for a Government Resolution that establishes the Interministerial Commission for the organization of the “Business and Investment Forum” in Singapore, within the framework of the meetings between the Prime Minister of the RDTL and the Singaporean Minister for Foreign Affairs, towards the strengthening of the strategic axis of economic cooperation, in particular, through the promotion of national private entrepreneurship and the projection of national products and services abroad, thus contributing to the affirmation of their respective economic structures in the global market.
The Council of Ministers also analyzed the proposal for a Government Resolution to strengthen coordination and resources in the process of negotiating land borders, presented by the Minister for Foreign Affairs and Cooperation, which sought to resolve issues still pending in the final delimitation of land borders with the Republic of Indonesia, in the Special Administrative Region of Oé-Cusse Ambeno (SAROA).
Both Resolution proposals above-mentioned were not approved. ENDS
