Meeting of the Council of Ministers of November 15, 2017

The Government met at the Government Palace in Dili and approved two proposals from the Minister of Finance, Rui Gomes, to appreciate and reward the State's human resources. One deals with the one-off payment equivalent to one month’s base salary to the public sector; the other with a supplementary payment to the employees assigned to the 2017 Rectification Budget process and the State’s closing accounts of 2017.

The National Procurement Commission, under the Prime Minister, Marí Alkatiri, presented the result of the international bid, launched in July this year, to award the contract for the construction of the new Timor-Leste National Police headquarters office building. The Council of Ministers analysed the result and approved the assignment of the project. The decision will be announced according to the bidding rules.

The Council of Ministers analysed the proposal of the Council of Minister’s Statutes, presented by the Minister in the Presidency of the Council of Ministers, Adriano do Nascimento. This legislation improves the work of the Council of Ministers in legislative matters, due to the limitations of the text of the Government Resolution adopted in 2013. These Rules are essential for the organization and proper functioning of the Council of Ministers and for the adoption of complete and comprehensive legislation.

The Council of Ministers also analysed a proposal from the Prime Minister to revise the Procurement Regime, initiated by the VI Constitutional Government, to facilitate the administrative process of awarding major State construction works. The amendments, which are being studied by the working group, set up by the previous Government, aim to transform procurement into a faster and more transparent process in order to speed up the execution of works subject to prior approval. The proposals will soon be submitted to the Council of Ministers for approval.

The Minister of Social Solidarity, Florentina Smith, presented the historic record of the creation of the Council of Combatants for National Liberation, whose draft Decree-Law, approved three times by the Government (in 2015, in 2016 and in 2017), was returned by the President of the Republic. The Council of Ministers analysed and discussed the issue, in order to find a solution that would allow for its implementation.

The Minister in the Presidency of the Council of Ministers also informed the Executive about the questions raised by the members of Parliament to the Government at the plenary sessions of October 2 and 3. ENDS
