Meeting of the Council of Ministers on August 4th, 2015

The Council of Ministers met on August 4th, 2015, in the meeting room of the Council of Ministers, in the Government Palace, in Dili, and approved:

  1. Resolution of the Government that approves the transfer of competencies regarding the provision of services and respective budget to the Special Regional Administrative Oe-cusse Ambeno Authority

The Council of Ministers (CoM) analysed the results of the works of the Coordination and Monitoring Commission of the Special Regional Administrative Oe-cusse Ambeno Authority (acronym in Tetum: RAEOA) – in which participated members of Government and of the Regional Administrative Authority – about the process of transfer of functions as well as human, material and financial resources to that Special Region.

The CoM examined also the relationship between the RAEOA and Government, and between the Central and Regional Public Administration services. Following these meetings and after hearing the President of the RAEOA and the Authority, the CoM considered necessary the approval of a Resolution to establish the administrative execution and implementation of the legislation rules already enacted.

  1. Decree-Law that approves the organisational structure of the Secretary of State of State for Institutional Strengthening

The current legislative initiative approves the organisational structure of the Secretary of State for Institutional Strengthening (SSIS), complying this Department with the organizational structure of the Sixth Constitutional Government.

In order to perform its roles, SSIS will have six central services, organised as national directions.

With the approval of SSIS organisational structure, the Government takes a decisive step in the promotion of professionalism, efficiency and quality of the Public Administration services.
