Extraordinary meeting of the Council of Ministers from March 9th, 2015
The Council of Ministers met extraordinarily this Monday, March 9th, 2015, in the Council of Ministers’ meeting room, at the Government Palace in Dili, and approved the Government Resolution approving the joint action of PNTL and F-FDTL, after the incidents in Baguia.
After careful analysis of the information gathered on all recent events in the country, which jeopardize public order and State authority, the Council of Ministers decided to instruct the Commander General of PNTL of creating a task force, integrating PNTL and the F-FDTL, in order to implement security operations that include joint operational commitment of PNTL and F-FDTL.
The serious events occurred in the early morning hours of March 8th, at the police station of Baguia, where four elements of the PNTL were wounded, property was destroyed and houses of defenceless population were burned down are at the origin of this measure.
These acts of public disorder, which may be related to those that occurred on January 15th, should be decisively resolved, because they constitute an attack on national security and a crime that can never be tolerated. It should be noted that the law prohibits the existence of armed associations and military or paramilitary organisations.
Thus, after the analysis of the information gathered on all the events, and after hearing the National Parliament and the President of the Republic, all suggest the existence of groups dedicated to organised crime with the aim of creating instability in country. The Resolution instructs the Chief of General Staff of F-FDTL and the Commander General of PNTL to prepare and submit to the Council of Ministers the rules of engagement, which will be implemented to prevent and suppress criminal activities of illegal groups that are causing instability in the country.
