The Secretariat of State of Institutional Strengthening (SoEIS) held a workshop in Dili Convention Centre, on February 27th, on the Training Policy for the Structure of the Administrative Pre-Deconcentration.

Opening the event, Prime Minister Kay Rala Xanana Gusmão stressed that the aim of this workshop was to "partake opinions about the condition of our country. Our Constitution is governed by principles and values that have allowed us to be recognized by other countries, not only at the independence, but also at the current globalized world, where technology has allowed us to follow the development in all corners of the world, its weaknesses, its successes. Our meeting today is to see what path we want to follow."

According to Xanana Gusmão "we know that people still live in poverty, some problems still remain, but as a state we are committed to consolidating our institutions. This is also the reason why we are gathered here to share our thoughts with a view to strengthen our sovereignty, our democracy and our institutions."

Later the Prime Minister spoke of decentralization, of the preparations to make, and the fact that this is not only to replace district administrators, remembering that the management of municipalities is a big responsibility and should be taken on now.

The workshop had the participation of the Prime Minister, members of the Government, the President of the National Parliament, former members of the Government and ex-members of the Parliament, the Chief of Staff of the F-FDTL, Major General Lere Anan Timur, General and National Directors, the district administrators and district directors as well as civil society.
