The MoSA and the MoF synchronise the Investment Plan for 2014
The Ministry of State Administration and the Ministry of Finance organized, on July 17th, at Hotel Timor, a coordination meeting on national development, under the theme “2014’s Investment Plan Synchronization for the 13 districts, under the Ministerial Guidelines”.
At the opening, the Prime Minister, Kay Rala Xanana Gusmão, highlighted that “from 2014, there will be no project approval, without previous delivery of the specifications and drawing. If we want quality, we should be disciplined and have responsibility”.
The Prime Minister further added: “while people are living in precarious conditions, quality is very important”. This reflects the Prime Minister’s demand for more strictness on the control process, as if there is good control, the Government is satisfied and people are even more”.
The Minister of State Administration, Jorge da Conceição Teme, referred that “the goal of the meeting is to discuss and synchronize the proposals of District Development Plans and the Strategic Development Plan. This meeting is the last stage of the Planning process of the District Integrated Development Plan (DIDP), although, for those who are implementing it, this might already be a long process, which started in February”.
Jorge da Conceição Teme praised the district administrators and asked them to strengthen, even more, communication and mutual coordination, in order to improve service providing and the quality of the projects.
Following budgeting management decentralization, the Ministry of Finance established the National Directorate of Financial Deconcentration, and the staff of this Directorate is currently attending a training course to be able to provide support to district services.
The meeting was attended by the members of the Government, the subdistrict and district administrators, civil society and public servants.
