Swearing in of Senior and Chief Positions in the Ministry of State Administration

On 31 May, 2013 the President of the Civil Servant Commission, Libório Pereira, accompanied by the Minister of State Administration, Jorge da Conceição Teme, swore-in the holders of senior and middle-level management positions at the Ministry of State Administration in Dili.

The Minister of State Administration, Jorge da Conceição Teme, stressed in his speech that “one of the priorities of the V Constitutional Government for this year is to solve the internal affairs. Is it based on this priority that the Ministry of State Administration is conducting this inauguration ceremony for senior and middle-level management positions. Directors and holders of middle-level management positions are today entrusted to act as leaders and requested to transform the Ministry and give their contribution so as to ensure that work is carried effectively and efficiently.

The President of the Civil Service Commission, Libório Pereira, also stressed that “the head, or leader, has the responsibility to solve the problems of the Ministry, and not to raise polemics or problems. The appointment is transitional, with a two-year duration. But it can last only two months. The position of senior and middle-level management demands responsibility. Responsibility in supporting Government members without exception. No one should act based on the color of their political party or group. Rather, they should act in a neutral and impartial manner”.

In attendance at the ceremony were the Minister of State Administration, Jorge da Conceição Teme, the Secretary of State for Administrative Decentralisation, Tomás Cabral, the Secretary of State for Local Development, Samuel Marçal, the President of the Civil Servant Commission, Libório Pereira, and other Commissioners, the General-Directors, the National Directors and the Heads of Department of the Ministry of State Administration.
