Lautém receives the disclosure of the Administrative Decentralization and Local Power Project
On the 16th and 17th of May, following the disclosure of the Administrative Decentralization and Local Government Project, the Prime Minister Kay Rala Xanana Gusmão was in the district of Lautém, the tenth district he visited. This initiative was received in the district of Lautém under the theme "The sons and daughters of Lautém are united to create the municipality."
Xanana Gusmão recalled: "The program of the V Constitutional Government seeks to establish a new democratic system, so that the transition to local power may take place. We want to provide our people with competence, so that they are capable of deciding on their own, about the issues that affect their lives and their subsistence. We also wish to provide the opportunity for our people to be able o solve their problems on their own. We want to encourage each district to adequately manage their own vital public services, so that they may answer to their circumstances, needs and priorities. "
"As I have already explained many times in other districts, the Policy of Administrative Decentralization and Local Power, helps the private sector to develop in the rural areas and promotes a strong State, which is legitimate and stable; it creates the opportunity for democratic participation to take place and provides for an effective, efficient and equitable public service, to support the social and economic development of the country".
The Head of Government asked the women's groups, the veterans, the private sector, the political parties, the NGOs and intellectuals in the Lautém district to gather ideas, so that the people might benefit from them and thus eradicate poverty.
"To build the municipality, you will need to create adequate conditions and be well prepared, so I am challenging you to present your ideas. To start building the municipality, a team will be coming to identify the existing capabilities in this district. "
The Lautém district has an area of 1.702 km2 and a total of 65.000 inhabitants. The main economic activities in this district are subsistence agriculture on family farms, fisheries, livestock, rice, cocoa and other cultures, and tourism is also to be considered.
