The Government of Timor-Leste organized a workshop on Evaluation of Fragility in Timor-Leste, on Wednesday, 15 of August 2012, in the Conference Room of the Ministry of Finance, which was attended by the Secretary-General of the United Nations Ban Ki-moon, by the Prime Minister Kay Rala Xanana Gusmão and by Minister of Finance, Emília Pires, among others.

The Minister of Finance, Emília Pires, who is also president of the g7+ and responsible for the implementation of the New Deal, said, "It's a great honour to receive the illustrious visit of the Secretary-General of the United Nations, Mr Ban Ki-moon and his entourage at the Ministry of Finance, at a time that coincides with the preparation of the launch of one of the important pillars of the three pillars of the New Deal. We are in the evaluation phase of the fragility and development methodology to support the g7+, with the support of our partners in the identification of the part that your are responsible for as a fragile country".

"As we can see today, to ensure the implementation of this important process, support is needed for many donors, starting from our own leaders, including the Prime Minister, Kay Rala Xanana Gusmão, members of V Constitutional Government, members of the Diplomatic Corps including our Ambassador to the UN, Sophia Borges, and other members of the evaluation team of the fragile spectrum of Timor-Leste. In the last decade, Timor-Leste was more concerned with the implementation of the peace and stability of the people and now with the construction of the state and in the next two decades, this concern will be converged to the implementation of the Strategic Development Plan (SDP)" stressed the Minister.

At the same time the Prime Minister, Xanana Gusmão, was very pleased with " the presence of Your Excellency (Secretary-General of the United Nations, Ban Ki-moon) at this meeting of the g7+, and to have the opportunity to visit our country once again, as it is a good time to be able to closely observe the emerging needs of a fragile state in a development stage. We are truly grateful for your personal support - as well as the support of the United Nations to Timor-Leste and the g7+. The g7+ was established in April 2010 in Dili, during preparation of the International Dialogue on Peace building and State building organized by Timor-Leste. The g7+ was formed because we recognize that many fragile states face common issues and concerns, including the level of assistance to development. However, before the creation of the g7+ there was no mechanism to discuss these matters independently in relation to partners and development agencies. "

"After we guaranteed the stability we moved to the development of a long-term plan for our nation, the Strategic Development Plan 2011-2030. This plan reflects the aspirations of the Timorese people as regards the creation of a strong and prosperous nation, establishing a path to achieving this vision. (...) While we still have many obstacles ahead, I am optimistic about the future. The g7+ has also come to be part of the dialogue with a view to establishing agreed targets to combat global poverty beyond 2015, the year in which the Millennium Development Goals will be over, "concluded the Prime Minister.

In turn, the Secretary-General Ban Ki-moon said to be " very excited to be working in partnership with the Minister of Finance, Emília Pires, in my high - level plan, and report to the UN on the development agenda post -2015. The Minister Emília Pires was nominated due to her valuable contribution in the implementation of peace and development. "

And, in conclusion, said "as President of the g7+ and co-chair of the International Dialogue for Peace and Nation building, she was always a person who knew how to express herself well, and strong and honest. This designation also reflects an acknowledgment by the high level of progress of Timor-Leste, as a result of the work of the Government and the people of Timor-Leste. The Timorese people worked hard to the sustainable development during the latter decades of independence under the leadership of the Prime Minister. The leadership of Timor-Leste in the g7+ is regarded as a constant and exemplary symbol in the world".
