5th National Meeting of the Public Administration Managers

On June 1st, 2012, at the Dili Convention Centre, the Civil Service Commission organized the 5th National Meeting between the leaders of the Public Administration of Timor-Leste and the Prime Minister, Kay Rala Xanana Gusmão.

The representatives of the General Directorates from the Ministries and State Secretariats, and the District and Sub-District Administrators, were at the meeting, in order to reflect on the activities undertaken during this mandate, their expectations and priorities, so as to make recommendations to the future government.

The President of the Civil Service Commission (CFP), Libório Pereira recalled that "during his tenure, the IV Constitutional Government approved several regimes and decree-laws which contributed to the smooth functioning of the Civil Service, such as the salary supplements, the transition regime from the social security, the pensions for disability and elders, the training and development of the civil servants. Within this mandate, we implemented the conversion of more than thirteen thousand temporary employees into permanent, to ensure the stability of the public service. "

The Prime Minister, Kay Rala Xanana Gusmão, said that this meeting "marks the last day of the IV Constitutional Government. Over the past decade we learned that there are four pillars in a sovereign state. The building of the State is an important pillar for the existence of sovereign entities. That pillar is very important to the State, and it is very important to you too. So we are here together to serve and understand that we are one of the main pillars in the construction of the State

"The IV Constitutional Government served our people and our Country. Today we are gather here to reflect on what we have done and what needs to be improved, and we acknowledge that we have made mistakes and we want to fix them. We would therefore like to register your recommendations. Nevertheless, I appeal to you: improve your professionalism so that you may be promoted on merit and thus consolidate the functioning of the State, "concluded the Prime Minister.

The meeting was attended by the President of the Republic, José Maria Vasconcelos "Taur Matan Ruak", the Prime Minister, Kay Rala Xanana Gusmão, members of the Government, the President of the Civil Service Commission (CFP), the General Directors, the National Directors and the Heads of Department.
