The Minister of Foreign Affairs, Zacarias Albano da Costa, received a letter of credential from the Honorary Consul of the Republic of Mozambique to Timor-Leste in the Hall of the Ministry of Foreign Affairs on April 3.

The Minister said that "when a country is unable to open its diplomatic mission it can open consular representation. This kind of service aims to track mutual interests of  the countries and give protection to its citizens, and also serve as a interlocutor in bilateral relations. As a Timorese, I am very proud that the Republic of Mozambique has chosen a Timorese, Óscar Lima, with experience and expertise in networking, to represent Mozambique in Timor-Leste".

Zacarias Albano da Costa also said that the Republic of Mozambique is no longer a country new to Timor-Leste because we have a historical and cultural relationship and he noted that Timor-Leste should support Mozambique for all the solidarity given to Timorese leaders during the independence struggle. The Honorary Consul of Mozambique for Timor-Leste, Óscar Lima, mentioned that it is important that new generations know that Mozambique has always supported Timor-Leste in the process of its diplomatic negotiations for its independence.

In his speech, Óscar Lima said: "the confidence that the Mozambique government assigned me through the President of the Republic, Armando Emílio Guebuza, and through the Minister of Foreign Affairs, Oldemiro Balio, on October 10, 2011, is a source of pride for me so I have to make an effort to create a good bilateral relationship between Timor-Leste and Mozambique in order to bring benefits to both countries".
