On December 15, 2011, in the district of Oe-cusse Ambeno, the Minister of Health, Nelson Martins, met with health professionals, students and district officials in a lecture regarding SISCa (Integrated Community Health Service) on the theme "Revitalizing Primary Health Care in Timor-Leste".

The Minister of Health announced that the IV Constitutional Government accepts its moral and political responsibility in responding to the needs of the People in the area of health, particularly through the SISCa and White Paste programs.

"Right now, Timor-Leste has six primary health care services included in SISCa, which demonstrates the development of Timor-Leste in this area, as well as adaptation to different geographic, social and cultural contexts of Timor-Leste", said Nelson Martins, adding that "the book on 'Revitalizing Primary Health Care in Timor-Leste' defines the responsibility of the district offices, health centers and professionals in remote and urban areas. The responsibilities of the heads of the villages and towns to provide a service closer to the community are also defined".

The Ministry of Health created SISCa to respond to the country’s limitation in terms of human resources, giving medical care to residents in rural communities. The SISCa also has an educational function enabling communities and professionals to health issues.
