On September 6, in the Secretariat of State building, the Secretary of State for Professional Training and Employment, Bendito Freitas, signed an Note of Understanding with the Asian Development Bank (ADB), through its representative Sunhwa Lee, as the Principal Specialist in Social Development in the ADB Project.

The total budget predicted in this Note of Understanding is $ 8,500,000 american dollars, of which ADB will finance $ 7.5 million (88.2%) and the Government of Timor-Leste will invest $ 1 million (11.8%). The project will last for four years and according to the implementation plan, the program will begin in 2012 and ends in 2016.

"The main goal of this Note of Understanding is to prepare and develop the skills of young people, through a mechanism of Technical and Vocational Training with international standards", said Bendito Freitas.

The Secretary of State also pointed out that the training mechanism prepared by the development partners intend to strengthen the training of young people from level 2 to level 4, in the areas of mechanics, construction, hospitality and tourism.

Besides the intention of achieving the objective of human resources training in technical professions, the SoSPTE and the ADB are development partners in giving training to young people in the Dom Bosco Center, Tibar National Center for Professional Training, SENAI and DIT of Baucau.
