The Interministerial Cybersecurity Working Group (GICS – acronym in Portuguese) met again on February 10th, 2026, at the Government Palace in Dili, continuing the technical meeting held the previous day, within the scope of implementing Order No. 021/PM/X/2025, which established this interministerial coordination mechanism. WhatsApp Image 2026-02-10 at 12.14.57 (2) WhatsApp Image 2026-02-10 at 12.14.58 WhatsApp Image 2026-02-10 at 12.14.57 (1) WhatsApp Image 2026-02-10 at 12.14.57

The meeting was chaired by the Minister of the Presidency of the Council of Ministers, Agio Pereira, and attended by GICS members, representatives from the Australian Embassy and Government, and the Australian company Scyne Advisory, which specialises in strategic support for the public sector, particularly in risk management, cybersecurity, and digital transformation.

The purpose of this meeting was to define the role of international partners in GICS's ongoing work, particularly in providing technical support for gap analysis and the development of a national cybersecurity roadmap, to ensure a coordinated, structured approach aligned with national priorities.

The session also provided an opportunity to deepen institutional dialogue on the challenges of protecting critical national infrastructure, with a focus on the Timor-Leste South Submarine Cable (TLSSC), and to clarify the principles of coordination between national entities and external partners, while respecting institutional competencies and state sovereignty.

The Interministerial Cybersecurity Working Group comprises members of the Government and leaders of key State institutions, with political coordination provided by the Presidency of the Council of Ministers. Between February 9th and 12th, it will hold a series of technical and institutional meetings with entities from the communications, security, justice, and financial supervision sectors.

These meetings are part of the Government's ongoing effort to strengthen national preparedness for digital security and to ensure an integrated response to emerging cyber risks.
