Government holds the groundbreaking ceremony for the Business Incubation Center in Dili

On Thursday, January 22nd, 2026, the Government held a groundbreaking ceremony for the construction of the Business Incubation Centre in Vila Verde Village (Suco), Vera Cruz Administrative Post, in Dili, chaired by Vice Prime Minister, Coordinating Minister of Economic Affairs, and Minister of Tourism and Environment, Francisco Kalbuadi Lay. 619276798_757344070751347_4283050474595975939_n 619312489_757343084084779_2221352733089911861_n 619224264_757343227418098_6827920736118788867_n

The new centre aims to support the creation and development of new businesses, particularly micro, small, and medium-sized enterprises, through guidance, mentoring, and capacity building, thereby reducing the risks faced in the early stages of activity and promoting national entrepreneurship.

In his remarks, the Vice Prime Minister stated that the Business Incubation Center “goes far beyond bricks and walls”, emphasising that it is “a space of opportunity and hope, where ideas grow and where young people and entrepreneurs are welcomed with support, guidance, and encouragement to turn their ambitions into reality”.

The minister also noted that the project aligns with the Government's vision for a more diversified and sustainable economy, emphasising that “Timor-Leste has a clear vision of building an economy that is less dependent on oil and gas, capable of creating jobs and strengthening local businesses, particularly micro, small, and medium-sized enterprises.”

The Business Incubation Centre aims to serve as a space that supports innovation and entrepreneurship, promotes connections between entrepreneurs and financing and investment, develops management skills, and facilitates the progressive integration of businesses into the formal economy.

The project is located in the Matadouro, Vila Verde neighbourhood, Vera Cruz, Dili, has an expected construction period of 365 days, and a budget of US$3.16 million.

Members of the Government and the National Parliament, representatives of the business sector, local authorities, and other invited guests attended the ceremony.
