Timor-Leste attends the 11th Conference of the States Parties to the United Nations Convention against Corruption
The Minister of Foreign Affairs and Cooperation, Bendito dos Santos Freitas, and his delegation are attending the 11th session of the Conference of the States Parties (COSP11) to the United Nations Convention against Corruption, which takes place from December 15th to 19th, 2025, in Doha, Qatar, under the theme “Shaping Tomorrow's Integrity.”

COSP11, organised by the State of Qatar in collaboration with the United Nations Office on Drugs and Crime (UNODC), brings together States Parties, signatories, observer States, international organisations, civil society, and experts, providing a forum to evaluate progress in implementing the Convention, discuss emerging challenges, and adopt resolutions that guide global priorities in combating corruption.
Sheikh Mohammed Bin Abdulrahman Bin Jassim Al Thani, the Prime Minister and Minister of Foreign Affairs of Qatar, inaugurated the opening session. During the ceremony, the outgoing President of the Conference of the United States, Christine Cline, officially handed over the presidency to the Prime Minister and Minister of Foreign Affairs of Qatar to preside over this session.
In a video shown at the opening, United Nations Secretary-General António Guterres urged the use of emerging technologies to fight corruption, organised crime, and other offences, noting that “corruption is not a victimless crime. It is a crime that fuels conflict, deepens inequality, and reduces the resources needed to protect humanity and the planet. Every dollar lost to this economic crime is a dollar stolen from those who want to fight for a better future”.
The President of the United Nations General Assembly, Annalena Baerbock, also emphasised that “preventing and eradicating corruption is a shared duty. We owe it to those who provide us with work”.
As a State Party to the United Nations Convention against Corruption, Timor-Leste is represented at this conference by the Minister of Foreign Affairs and Cooperation. MP Virgínia Ana Belo and the Anti-Corruption Commission team represent the National Parliament.
The 11th session of the Conference continues until December 19th, with plenary meetings, high-level dialogues, and side events aimed at strengthening international cooperation and collective action in the fight against corruption.
