New Digital Tool Strengthens National Efforts to Prevent and Combat Human Trafficking
The Government, through the Ministry of Justice, officially launched the website of the Commission to Combat Human Trafficking (KLATU, acronym in Tetum) — https://klatu.mj.gov.tl — in a ceremony held on October 9th, 2025, in the auditorium of the Ministry of Justice, in Dili.

The new digital platform's main objective is to strengthen the prevention and fight against human trafficking, facilitate access to information, and promote greater coordination between public institutions, civil society organizations, and international partners. The website provides victim support resources, relevant legislation, national policies, awareness-raising materials, and reporting mechanisms, contributing to a more coordinated and effective response to this type of crime.
At the official launch, the Minister of Justice, Sérgio de Jesus Fernandes da Costa Hornai, emphasized that the KLATU website represents “a modern tool at the service of protecting victims and ensuring transparency in the State's actions in combating human trafficking.”
"This platform reflects the Government's commitment to ensuring that all citizens have access to information, reporting mechanisms, and the support networks necessary to combat a crime that continues to threaten human dignity. More than just a technological tool, it is a firm step in the defense of human rights and the promotion of justice," the Minister stated.
The Minister also highlighted that the website will facilitate data sharing and access to updated information among the entities involved, allowing for improved coordination and monitoring of registered cases. He also recommended that the platform be available in Tetum, Portuguese, and Indonesian, and it includes a hotline for reporting and requesting assistance.
The National Director of Information Technology at the Ministry of Justice, Sebastião Domingos Freitas Belo, presented the website's main features, explaining that it was designed to be easy to use and accessible throughout the country, as well as for Timorese residents abroad.
The ceremony was attended by the Secretary of State for Equality, Elvina de Sousa Carvalho; the Chief of Mission of the International Organization for Migration (IOM), Jewel Trishia Ali; and representatives of the Information and Communications Technology Agency (TIC Timor I.P). Also present were representatives of the Ministry of Transport and Communications; the Public Defender General, Câncio Xavier; the Acting Director-General of the Registry and Notary Service; the Director-General of Administration of the Ministry of Justice; and the National Director of the PCIC.
