Government Begins Drafting National Roadmap for Housing Market Development

The Government of Timor-Leste, through the Ministry of Rural Development and Community Housing and the Ministry of Planning and Strategic Investment, in collaboration with development partners, held a meeting on September 1st, 2025, in the auditorium of the Ministry of Finance, to begin preparations for the National Roadmap for Housing Market Development. The Resolution provides for the establishment of a Steering Committee composed of members of the Government, with the support of a Technical Working Group tasked with preparing, reviewing, and finalizing the National Roadmap. This document will define strategies and mechanisms for implementing, monitoring, and evaluating public policies aimed at improving living conditions throughout the national territory.

The measure responds to the growing demand for housing and the need to ensure decent and adequate solutions for citizens, as provided for in the Constitution and the Program of the 9th Constitutional Government. The central objective is to establish a coordinated and sustainable framework for the development of the housing market, involving public institutions, the private sector, and development partners, in order to ensure effective and accessible solutions for the population.

The presentation session of the Housing Roadmap was attended by the Vice Prime-Minister and Minister of Rural Development and Community Housing, the Minister of Planning and Strategic Investment, the Minister of Justice, the Vice-Minister of Social Solidarity and Inclusion, the Governor of the Central Bank of Timor-Leste, representatives of the World Bank in Timor-Leste, Bank Mandiri, BNU, Kaebauk, among other partners.
