Government and Woodside Reinforce Alignment on Gas Processing in Timor-Leste within the Greater Sunrise Framework

On July 28, the Minister of Petroleum and Mineral Resources, Francisco da Costa Monteiro, received a delegation from Woodside Energy, led by Julie Fallon, Executive Vice-President for Technical and Energy Development, for a meeting on the development of the Greater Sunrise fields.
During the meeting, the parties focused on the Timor-Leste Liquefied Natural Gas (TLNG) option, which the most recent studies have identified as the most viable path, both from a commercial and strategic point of view. Both delegations reaffirmed their commitment to moving the project forward, based on structured negotiations and guided by three fundamental principles: good faith, compromise and alignment of interests.
Following the meeting, the Ministry of Petroleum and Mineral Resources will accompany the Woodside Energy delegation on a two-day visit to the South Coast, passing through Suai and Natarbora. This trip will allow us to see the existing infrastructure and the areas designated for the future installation of a natural gas liquefaction (LNG) unit, as well as petrochemical and refining complexes. These facilities will be responsible for receiving and processing gas from the Greater Sunrise fields. The program of the visit includes visits to Suai Airport, the site of the Suai Logistics Support Base, the areas of new community housing estates and other strategic infrastructure points.
The Executive Vice-President of Woodside Energy recognized the importance of direct contact on the ground and expressed her appreciation for the opportunity to learn more about national development priorities and Timor-Leste's strategic vision for the South Coast region.
Minister Francisco Monteiro reaffirmed that the governments of Timor-Leste and Australia, together with the Greater Sunrise Joint Venture partners (TIMOR GAP, E.P., Woodside Energy and Osaka Gas), are currently negotiating the Petroleum Mining Code, the Production Sharing Contract and the Fiscal Regime that will form the legal and contractual basis of the project.
He also reiterated the Timorese state's ongoing efforts to develop the necessary infrastructure, from Covalima to Natarbora, with a view to achieving its long-term vision of creating a solid and sustainable national industry. END
