International Conference Discusses Digital Transformation to Strengthen Transparency and Efficiency in Public Services

The Government, through the Ministry of Transport and Communications, is organizing an International Conference on March 20th and 21st, 2025, entitled "Harnessing Digital Transformation to Strengthen Public Services: Promoting Transparency, Efficiency, and Effectiveness." The event, being held at the Dili Convention Center (DCC), brings together experts, policymakers, and regional partners, including representatives from countries in the region such as Australia, Cambodia, Indonesia, and Vietnam, with the aim of fostering discussion, knowledge exchange, and policy collaboration on digital transformation in the public sector.
The conference's opening was presided over by Deputy Prime Minister and Coordinating Minister for Economic Affairs, Minister of Tourism and Environment, Francisco Kalbuadi Lay, who, in his speech, highlighted the importance of digital transformation for modernizing public services and promoting sustainable economic growth. "The Government of Timor-Leste is committed to using digital technologies to improve public administration and increase the transparency, efficiency, and effectiveness of services provided to citizens," said the Deputy Prime Minister during his opening remarks.
The event's main objectives are to develop a shared vision for the country's digital transformation journey, identify key priorities for digital development aligned with the National Development Plan 2011-2030 and the IX Constitutional Government Program, and strengthen international cooperation with global leaders in the field of Information and Communication Technologies (TIC). The conference also aims to promote innovation and entrepreneurship as pillars of a competitive digital economy.
In his speech, the Deputy Prime Minister emphasized that digital transformation in Timor-Leste is not just a matter of infrastructure but also involves the creation of an efficient and inclusive digital ecosystem, essential for sustainable development. The liberalization of the telecommunications market in 2012 resulted in a significant increase in mobile network coverage, reaching 96% of the population, and the introduction of 4G services in urban areas. However, digital transformation goes beyond connectivity and requires the implementation of an integrated approach that includes cybersecurity, digital literacy, e-government services, and a robust regulatory framework.
Francisco Kalbuadi Lay also highlighted the strengthening of digital infrastructure, with the implementation of new strategic projects, such as the submarine cable system, which aims to improve the country's global digital connectivity. The conference also addressed strengthening cybersecurity and creating a safe and resilient online environment, essential for sustainable development.
By holding this conference, the Government reaffirms its determination to leverage digital transformation to promote a transparent, efficient, and responsive public sector, serving citizens with integrity and innovation.
