Government and Civil Service Commission assess priorities for 2025 in public administration reform

The Minister of the Presidency of the Council of Ministers, Agio Pereira, met today, January 21st, 2025, with the President of the Civil Service Commission (CFP), Agostinho Letêncio de Deus, and the other Commissioners, to review the progress made in 2024 and assess the priorities for 2025. The Civil Service Commission, under the supervision of the Minister of the Presidency of the Council of Ministers, aims to implement measures that promote more efficient and organised management of the Public Administration. DSC05881

In 2024, a diagnosis of the civil service workforce was conducted, and progress was made on the initiatives outlined in the Plan for the Reform of Human Resource Management in Public Administration for the period 2023-2028. Notably, Law No. 7/2024 was approved, authorising the Government to legislate on setting the age limit for the employment of civil servants and administrative agents, along with the proposal already being prepared to amend the Civil Service Statute with the aim of defining this limit. A working group was also established to implement and operationalise the Plan for the Reform of Human Resources Management in Public Administration, involving representatives from the CFP and the Ministry of Finance. Other actions included introducing a seniority-based promotion system, revising the Management and Leadership Positions System, and implementing a general sectoral career promotion test, which resulted in the promotion of 817 employees across various professional categories. DSC05876

In addition to completing ongoing reform activities, priorities by 2025 include reviewing the civil service career system, introducing new definitions for training and capacity building, career development, and recruitment. The size of the civil service workforce is also expected to be defined, with salaries adjusted by 2025.
